The RFC 2109 states that the domain part for setting a cookie is optional
but the Cookie.java class mandates a domain and throws an exception if none
is specified.

Could we add a new constructor with no domain or rather only provide a
constructor with mandatory paramaters and provide setters for optional
paramaters ?

Yes, we can do that.

I'd leave the current constructors in, though (API compatibility :-)).
