Interesting, even though there are some naive points:

You seem to be missing the point of why Google didn't just use the
GPL'd JavaME. Sun deliberately removed the Classpath exception on
JavaME specifically because they saw that most of their licensing
opportunities were on mobile platforms. This meant that any
*application* developers targeting a GPL'd JavaME platform would be
forced to GPL their applications. Not surprisingly Google saw this
would be undesirable when trying to attract developers to the platform.



Well, I suppose that everybody knows that JME is GPL without CPE and
what's the reasons are for that: get license fees. Thus the decision
of not going with JME has nothing to do with attracting developers,
because the only reasonable way for a corporate that wants to build
upon JME is to have a dual licensing, if not other for indemnification
issues. Which makes the GPL virality a non issue (also because JME has
attracted tons of developers, and the reasons for the complaints and
its decrease of popularity are merely technical and - guess what -
there is plenty of non GPL JME apps around). Also, that sentence
doesn't explain why Google didn't use JavaSE, considering that Android
is more similar to SE than ME, and SE is GPL _plus_ CPE. The reason is
obviously the same, that is that in practice Google would have needed
dual licensing and still pay money to Sun. Thus, the quoted sentence
is completely irrelevant to the problem.
