Ok, I think I know what you are getting at and will try to answer.
There are two ways to share stuff with folks in Dropbox. First is to
create a special folder and then send them an invite to accept and
then you can share stuff within that folder with each other. This
requires both of you to have Dropbox and I don't believe this is what
you want

The second is to use the Public folder within your Dropbox account.
Open the Public folder and put whatever you want in it. You can then
send a link to the file or folder you put in that to anyone regardless
of whether they have Dropbox or not.

Is it true that if I put a folder with bunch of files as a public
folder in my drop box account , then send the drop box link for that
folder to another person, that in order for them to fetch and download
the folder and all its files on their Pc, they need to have a drop box
account and also install drop box on their computer/?
If so it's a deal breaker of some sorts as I'd prefer the recipient to
be able to click on the folder link on their end and download the
folder/files without being forced to create a drop box account and
install drop box on their Pc.
