I do not have strong opinions or preferences about JENA-119.

We were doing sort-of continuously RC nearly all the time so a release
could be done rapidly but it assumed developer synchronization.

The other transition problem is the number of items - by taking the
direct route of leaving the artifact structure as it was, we have 3
core artifacts and various other ones so, practically, we have to make
best use of incubator oversight.

occassionaly take a while to collect necessary input. People are busy.
