Well, I think there is a semantic issue around what is in the "current code
base" if the material is present in HEAD of your complete SVN repo.
I suggest that those materials be deleted in HEAD if they are not meant to be
part of a check-out of your repository. I would leave a tombstone that
indicated what revision the deletion is, so someone could still find the
material if there was some historical need to do so. Or it could be packaged
up and kept in a tarball somewhere and a tombstone left for that.
