Dennis - we used the "Import" area (I copied the style from another incubator 
project - sorry I can't remember which one now - I scanned a lot of projects) 
as a visible tree while we pull things out of it.  It also leaves a clear 
record as to what the state was at the start of incubation and what the 
software grants actually apply to.

We started by extracting a minimum active set - there are a few modules that 
still might be useful to people although unless someone steps and and shows 
some loving care and attention nothing is likely  to happen.

I have removed the top level single-project maven structure and put a README in 
place (strictly, I have tried to put a README in place.  At time of writing, I 
have svn committed it but it isn't showing up in the web interface, which is 
kind of worrying... mutter, mutter).

What would be your advice on timing? By graduation, the "Import" area should be 
less visible but we have the time from now until then.  One possibility is to 
use a top level "branches" area.  Normally, I'd expect someone who was going a 
checkout of everything to look for a "trunk".
