As far as I know for jira cloud the only log in options are atlassian
account or SAML (may be premium option, can’t find docs for it)

For server there’s this paid add on:
https://marketplace.atlassian.com/apps/1217688/oauth-openid-connect-oidc-for-jira-sso?hosting=server&tab=overview
but nothing free that I can see.
