Although I understand the point made, I disagree with the
recommendation. I think 1.2 could be a good target. One need to keep in
mind that Jess is not only used in academic situations, but also in
industrial/commercial situations. I'd have a hard time selling a tool
that relies on a platform that most can't used (or don't want to use
yet). If we go the 1.3 route, my only requirement would be that Jess
wouldn't rely on 1.2's APIs that have been deprecated. Of course, the
problem I've surfaced using 1.3 will reappear if we use features that
are only 1.3.
