    Ah, yes.
I checked in my "sticky key settings" in accessability options.  Even though
the "sticky keys" checkbox was not checked, I found that the checkbox
labeled "press modifier key twice to lock" was.  That could possibly account
for my problem.  I unchecked the "modifier key" box.
