J, Like you, I agree the vne would seem balancing the elevator is overkill, but there is the possibility of flutter before reaching vne. Some things I think are overkill but when it's on the side of safety, I tend to shoot for overkill. That's just me. I just have this thing about raining body parts and debris all over the Big Horn Basin. Hell, most my family, friends and neighbors have already started writing my eulogy! My two pennies worth!
