I would suggest you verify (sounds dumb) tach rpm with a hand held tach checker.  Verify "full throttle".

What I meant by "full throttle" is go to "full throttle" in the airplane and verify the throttle plate is at the wide open stop on the carb.  Also, is there anything on the intake that may be restricting airflow even when the throttle is wide open?
