I agree, if someone did that to me I would make sure that was the last
time I ever used them.  

In fact, I know that for University contracts I work with there is a 
standard clause that all vendors (phones, elevators, etc.) 
must provide all passwords at the time of delivery of systems. One purpose of
these clauses is to provide protection to the customer if the vendor goes
out of business. An argument being that if you didn't have rules like this
small vendors would be less likely to get contracts since they are more 
likely to go out of business and leave you with systems that can't be
updated.
