no offense, but that seems like a bad way to get follow-on business. I would never work with a supplier that used these kind of tactics.

[Erling Lassesen]I many times limit access to mailbox 999 and required a fax with signature or a known executive to enable a reset. My customers like this as it provides additional security. Also, its one of those operations seldom done and why remember it. We do not charge for this service.
