ok, that's what I thought - but of course, it would have been the simple 
fix.

seems like you're missing the "LEAFCFG" setting (which might explain why 
specifying the packages in leaf.cfg didn't work).

Then, I don't know where the "boot" setting comes from (I don't have 
that on any of my boxes).

For a standard "boot from CF" setup, your syslinux.cfg should look like 
this:

timeout 5
append reboot=bios
default linux initrd=initrd.lrp init=/linuxrc rw root=/dev/ram0 \ 
LEAFCFG=/dev/hda1:msdos

and your leaf.cfg like this:
(I left out all the comments for the sake of keeping things short):

LRP="root,config,etc,modules,iptables,dhcpcd,keyboard,shorwall,ulogd,\
dnsmasq,dropbear,mhttpd,openntpd,webconf"
PKGPATH="/dev/hda1:msdos"
syst_size=6M
log_size=2M

Maybe that helps - if not, what kind of trouble was specifying the lrps 
in leaf.cfg give you? Maybe that will help tracking down what's wrong.
