Yep, under arrangements between UK and EU they recharge costs (e111 or something). Basically and sweeping generality costa del sol and province 1m brits largely of a mature age with arthritis heart trouble and age related issues vs more young fit healthy Lithuanians Poles and the like coming to work in the UK.
