What actually happens is that any RIN deleted will be
available for a future person added in. In the past,
it would assign in reverse order: If numbers 78 432 12
are deleteed in that order they will be reassigned in
order 12 432 78. This is how it worked when in V4, I
needed to do a lot of this because of losing 500
people after a crash. I had print outs but power out 
struck during the backup, killing the computer
completely. So I needed to retype them. It maybe
different now. I was able to give everyone the same
RIN.
