The Virgin Islands are territories of the USA. So how are people designating
places like Virgin Islands, Puerto Rico... and in past times Philippines.

I believe Virgin Island locations would be entered thus:
Hermitage, St. John, Virgin Islands
No USA, no Great Britain.
