Bill, Legacy has never had a free PDF manual. If you purchase Legacy with either a printed or PDF manual, it's a bit more expensive than purchasing just Legacy without the manual.
There are a lot of great Helps in the Legacy Help file (which is kept up-to-date, unlike the manual which is not updated) as well as articles on the website under the Help Center > Technical Support and Help Center > Tips (both of which can be accessed through the Support section on the Legacy Home tab in Legacy).
