Stan, Forget the American 4 field system with its horrendous commas, and rules totally unsutable for Ireland and the UK! Write your locations as you would do in Ireland, so the correct name for the county of Clare would be County Clare, full stop. period!
I don't know a place called ", , , United States", do you? Forgetting the minor point that it is the United States of America, simply leave the commas out; any map will find the USA without those commas. Don't worry about the Geo*Codes, just use a decent Gazetter, or if your want the latitude and longitude use Google Maps, or even Bing which Legacy uses. A location should be the location as written in the country where it is situated, at the time in question, and not corrupted in order to fit into an artificial 20th century attempt to prove that the earth is flat.
