The Microsoft page: Program Compatibility Assistant: frequently asked
questions explains that this error is displayed when detecting
compatibility issues in older programs. I had tried the "Reinstall"
option in the hope that windows would identify the incompatibility and
launch Legacy accordingly.

Later, I ran the Troubleshooter in 'Control
Panel->Troubleshooting->Programs' for Program Compatibility which is
used to "Make older programs run in this version of Windows." Under
"Advanced" I unchecked the option to "Apply repairs automatically" so
that I could perhaps see what "repairs" were being made. When testing
"Legacy 8," the troubleshooter still reports that it is incompatible
with Windows 7. Further stepping through the troubleshooter suggests
that I run the program in Windows XP service pack 2 compatibility mode.

I'm only seeing this after applying the latest update. It has been a
little discouraging. :(
