I was able to reproduce the problem in the current version of Legacy 9. This is a current bug in Legacy 9 and is set to be fixed in the next update. This update is in testing and will be released as soon as it is ready. Just to be certain, I made sure to test this smaller file in the beta build and all three records had no problem creating an individual report.
