Unfortunately, the window it opened was off-screen (you couldn't see it). So Legacy appeared to freeze. Legacy2.usr contains all of Legacy's window coordinate data, which in your case was corrupt. So deleting it forced Legacy to position any windows it opened back at their default locations. Easy when you know the trick!
