Here is how I see it.

1. Legacy keeps a list of all directories/subdirectories that contain
pictures/sound/video.  this list can be found under "Customize",
"Locations", "View Current List of Multimedia Locations".

2. If you want to put something in a new/different directory or
subdirectory, you need to have that new location added to the list as
follows:
  a. Click on the "Add" button when this list is displayed and select
the desired location
OR
  b. From within Legacy, find ANY picture in this new
directory/subdirectory and Legacy will then add this new location to
its list so Legacy will be able to find ALL pictures in this new
directory/subdirectory.
