Here's a document on installing using layer2 on RHEL:

For an installed guest, change /etc/sysconfig/network-scripts/ifcfg-eth0:

remove the line: ARP=no
add the line: OPTIONS="layer2=1"

And as Marcy noted, if using VSWITCH, make sure it's defined with the
'ethernet' or 'eth' keyword in VM.
