the installation repository is populated only with a limited set of packages with rest available at http://s390.koji.fedoraproject.org/mash/rawhide/s390x/os/ You only need to update the yum configuration after installation (https://fedoraproject.org/wiki/Architectures/s390x#Known_issues). The GA release will contain the full set on a more official URL.
