Looks like a dead window manager.  Your machine's got problems.
Of course, you probably knew that already.

Try doing the following:

(shut down X)

$ cd ~
$ vi .Xclients
(or whatever your favorite editor is)

exec xterm -geometry 80x24-0-0

$ chmod +x .Xclients
$ startx

(the -geometry string merely puts the xterm at the bottom right corner)

Now you should have an X session without any window manager whatsoever,
and with one xterm in the lower right hand corner.  This may look silly,
but you can now type in kfwm (which is a different window manager) or twm,
and get a completely different look and feel.

Or you can call kfwm or other utilities (oclock, xeyes, etc) from within
.Xclients directly.  The only requirement is that, if .Xclients terminates,
so does your X session.

For normal users, that's probably more than they need.  It certainly at
least meets what I would call "basic functionality."  I grant that it's
another hour or so for me to continue adding development tools, MSDN,
various Adobe applications and some miscellaneous utilities.  I don't
imagine you're happy with just the basic Linux install?
