I don't think this is necessary.  Named removes stale entries from its
cache as they expire.  The cost of restarting named are quite small if
you only serve a few clients or make few requests to named.  You'd
notice a hit, however, if you were, for instance, running a mailing
list or other DNS intensive activity.
