It sounds like the Windoze machines are retrying out before the link
comes up.  The default # of retries on establishing a connection is 3,
and it's probably sending the last one a bit before your modem gets
connected.  It never gets a reply so it gives up a bit later.  You can
change this paramater in the registry, see
http://support.microsoft.com/suppport/kb/articles/q158/4/74.asp and try
putting in a
Hkey_Local_Machine\System\CurrentControlSet\Services\VxD\MSTCP\MaxConnectRetries
key, set to a larger value, like 5 or 7.
