1) Try putting noauth in your /etc/ppp/options file.  This seems to be required
with later versions of pppd (e.g. RedHat 6.1).

2) Put the following in /etc/ppp/pppchat (or any file name you choose):

ABORT "NO DIALTONE"
ABORT BUSY
ABORT "NO CARRIER"
"" ATZ
OK ATDT09397704990
CONNECT ''"

3) Change the connect line in your config file as follows:

connect "/usr/sbin/chat -f /etc/ppp/pppchat"

Where /etc/ppp/pppchat contains the connect parms stated in step 2 above.

4) I would choose a local address off of your local subnet so as not confuse
routing.

It's been previously mentioned somewhere on this list that the normal ifup
commands do not work well as the  connect script.  Also, look into using the tap
device instead of the sl device.  See the docs on tap that came with the diald
distribution.  You may also need some work on your conf.modules file for the
newer ppp device.  I am running RH 6.0 (does not need char-major-108, RH6.1
does) and two dialds.  This is the relevant portion of my conf.modules:

alias        tap0                     ethertap
alias        tap1                     ethertap
alias        net-pf-17              af_packet
alias        ppp0                    ppp_async
alias        ppp-compress-21  bsd_comp
alias        ppp-compress-24  ppp_deflate
alias        ppp-compress-26  ppp_deflate
options    tap0                     -o tap0 unit=0
options    tap1                     -o tap1 unit=1
