Free software developers like to program without getting paid because they
know they, and the entire world (hopefully), will benefit from what they are
doing. When you program *for* someone (i.e., somebody else is telling you what
you must do and pays you for it) the situation is different: it is mainly
your boss and his share-holders that benefit from your work. Stock options
attempt to change this (you feel like you participate in the company's
success), but in any case the truth is simple: if a person feels that his
employer benefits from his work a lot more than he does, he feels like a
"frier". Most high-tech companies that are profitable make a profit of
around $100,000-$200,000 per year per employee. You are offering to pay someone
$35000 (if it was a full-time job), so why should he not feel like a frier?
A rookie programmer may take such a job, but frankly an experienced
programmer can get more than that, even now.  An experienced person working
by hours can get much more than that.

Your best bet at that rate would be to get a student. Students will not
pay taxes (or pay very little) on that amount, students like to work by
hours, and the money you offer is quite fair for a student salary.

At that rate, however, don't bother looking for someone with a job who wants
"to make money on the side". When you say that 300 shekels an hour is a lot
(it indeed is!), did you ever stop to think how much tax the guy is paying?
If he's already in the 50% tax bracket (from his main job), plus 10% bituach
leumi, you end up with "only" 120 shekels an hour. If you only have time to
work 15 hours a month (in addition to your main job - say you work one Friday
every two weeks), you end up with "only" 1800 shekels extra income. Truth be
told, some people who already have a nice income prefer to spend their extra
time with their family (or whatever) rather than earning an extra 1800
shekels. And that was for 300 shekels/h, which is truely extraordinarily
expensive (way over the typical asking price of consultants). Now imagine
you offer this guy 60 shekels an hour... His monthly net income from you
would be 360 shekels! Would you bother to "get off your ass" for such an
income?
