Right, this is way up there with '640k RAM should be enough for everyone'. Rest assured that there are, and will be modems for non-PC use for a LONG LONG time. And they were around before the PC. Most of them are not super fast (56k) but there are certain things that just won't work without them.

drivers. since the rockwell chips were very common - many winmodems are
supported under linux. i think that a simple 'lspci' will tell you what
chip your modem is based on.

There are open source drivers for Lucent chipsets but you can never know before trying. There are subtle problems with hardware (esp. with laptops and no name cards). The best chances are with 'medium' price oem brand (i.e. made by someone who actually runs a factory) cards.
