the arp replies are there, office1 doesn't seem to be getting it, as it
keeps asking for it. (where were these tcpdumps run, btw?)

See here again office1 is looking for office2's ethernet address.  Try
running "arp" on office1 during the ping and see what it has for office2.

Try reversing the cable and see if the arp behavior also flips.  If so,
you've got a bad cable.
