The stock sendmail 8.8.7 distribution doesn't include any
anti-relaying rules by default. However, everything which I've read on
this list regarding RedHat 5.* seems to indicate that they ship a
customised sendmail.cf which does include anti-relaying rules (using
the {ip,name,relay}_allow files).

In any case, there are a wide variety of canned anti-relaying rulesets
available from a number of locations.
