joe isn't at all like vi, but it _is_ an editor, and it will let you
enter characters in decimal, hex, or octal by giving a ` for each one.
That's 0x60, in case something handling mail tries to interpret it.
Or, you can use bpe and enter or change things in hex.

BTW, you don't need to repeat yourself in HTML.  Anybody who can help
you has found a way to read text by now.  :-)
