I may be full of it here, but I'm fairly certain constant
power-cycling is harder on both electrical and mechanical
components than is constant operation.

I agree, though, if there are severe power problems like
you describe, I'd probably either electrically isolate
things that are not in use or buy several UPSes and
chain them together and hope the several layers of
filtering/surge supression/etc. would be enough...
