I'd disagree.

 

Based on what we've seen to date, I don't think Setsuna has ANYONE that would be considered "family".  He works with CB, and they tease him about his age, but I don't recall any real closeness by him toward any members of the team.  He gets attacked on the way back from the mission in Ceylon, and instead of mentioning it to his teammates he tells them that they can read the report he wrote.  I think Setsuna has completely closed off his emotional connections.

 

Remember that when Teiria (sp?) tries to shoot him on the beach, Setsuna's concern is that Exia will be taken away from him.  At this time, Exia seems to be the only thing that Setsuna feels any real attachment to.

Not just innocents, the kids' parents. Which does explain quite a
bit about Setsuna. CB is his family now.
