This is a very good question.
In fact there's no reason at all.
As others pointed out, this message was known by some non-DNSO.ORG people
even before being distributed to [EMAIL PROTECTED]
What is funny is that, as I read it in the preface:

distribute this to a wider audience as well as to post it on the
DNSO
web-site.
So, the same text will be distributed on the [EMAIL PROTECTED] list
(eventually).
Why wasn't it done right away? It's a mistery.
If I didn't know the sender personally, I would have thought at a plot to
discredit DNSO.ORG ;>)
