negative direction.
Check out the latest version of the GAC minutes. It
turns out that not only have the infamous Operating Principles
been circulating around in secret for the past several months,
they have apparently been delivered to the ICANN Board "...to
amend the ICANN Bylaws to harmonize with the GAC's Operating
Principles."
