Dust off your specs.

The control switch must not be a push-push because you cannot know when you 
push the button whether the load goes on or off.
   
I also specified no sophisticated electronics, only simple, basic parts such as 
relays, diodes, etc.

Also, in the quiescent state, that is when a button is not being pressed, there 
should be no power used.

 A J-K flip flop will do what you want for the load control.
