Alan's advice is very good. I live in Belfast and cruise the Penobscot- Castine is the spot, the marked anchorages there are pretty sweet as is the town.

Duck Harbor on Isle au Haut: a small harbor with limited anchoring room, but a wonderful anchorage in anything but a westerly when it can be rolly. You can harvest all the mussels you can eat and can hike the trails of the National Park. Stay clear of the pier where the mailboat arrives to pick up and drop off campers. There is usually room except on weekends. If the harbor is full, you can easily go to the Isle au Haut Thoroughfare and pick up a mooring (rental moorings are marked and have a plastic coke bottle attached where you leave the fee on the honor system).

Castine: Tons of anchoring room in Smith Cove or you can pick up a mooring from the yacht club. A quiet town -- home to the Maine Maritime Academy -- with lots of history and convenient stores and restaurants if you need a break from cooking aboard.

Brooklin: Anchor outside Center Harbor either at WoodenBoat or, better, behind Torrey Island. If you're lucky, you might be there during the WoodenBoat races.

Burnt Coat Harbor (Swans Island): Anchor north of Harbor Island and dinghy to the eastern shore where you can walk to the old quarry and see some spectacular granite. The last time I was there you could swim in fresh water pond at the quarry.

Lunt Harbor (Frenchboro Long Island): Pick up one of the rental moorings and do the wonderful hike around the island through the forest on the edge of the sea. Good lobster at a good price on the dock.

Winter Harbor and Seal Bay (Vinalhaven Island): Secluded and secure. Great scenery and lots of anchoring room (but watch the depths, especially in Seal Bay).

These are a few of the hundreds of possibilities in Penobscot Bay. You didn't say how long is your charter, but if it's for more than a week, then by all means try to get to Roque Island. A favorite stop of mine is the Cow Yard on Head Harbor Island just west of Roque.
