Even if the samples were not licensed, in most countries in the world there is a law for "fair use". This can include samples up to 20 or 30 seconds in length. Since the samples in LMMS are much shorter than that, I wouldn't worry about it.
Note that due to the "fair use" laws, artists often include samples from commercial releases without permission because they actually don't need permission if the sample is very short.
