The last Debian Stretch (current stable) I installed (minimal system + 
SSH) do not have (and never will) Network Manager installed.

In Debian if you have an interface configured using DHCP (also normal in 
a minimal install), this will not kill dhclient, who will bring up the 
interface again at lease renew.
