Yes you can do it that way if you want those redhat boxen to have 'permanent' ip addresses. You could also just set up a shared network in dhcpd.conf. From your post, I am assuming that perhaps sometimes you want to boot the redhat boxen from the ltsp server instead of local disk. You can make a workstation entry for those mac addresses and it will work fine. When booting from local disk, the redhat box will get its dhcp info from the workstation entry in dhcpd.conf. When booting from network the workstation will get its dhcp info from the workstation entry also.
