Maybe my setup is different (Debian woody) but I have found that even if root creates and sets permissions on the file to be read-only by everybody but root, the owner of the home directory (that the file is in) can change the permissions to whatever he/she wants. I would sure like to know if there is a way around this w/o doing the user/group thing.
