You could make sure each user also has a personal group with the same name as the username.
Then set the owner on the /home/username to root:username and the perms to ug+rwX and o-rwx. This would make each users home really owned by root with permissions to use by that users group. You could then make the perms on your java file to be owned by root and read-only to the users group. The problem I had with this is being able to set up ssh passkeys. It seems to not want to allow use of these keys unless the parent directory is owned exclusively by the user. Just a thought.
