James, My brain is too rusty to answer your specific question, but when I was trying to figure out a way to send messages to users, several people suggested that I try jabber.
I setup ejabberd (one of many available choices) on my server, and configured my users to use pidgin, and now I can send messages easily, and the users can send messages between themselves. (The later may be considered a problem in some places). In our case, it works extremely well, plus, I didn't have to open a security hole to make it work.
