Attachment: break_out_icu4c.patch
Here is a patch which breaks the ICU4C materials out of StringHelper.c into the
separate file StringHelper2.c, and adds the required text to LICENSE and
NOTICE. It should be applied after an "svn copy" of StringHelper.c to
StringHelper2.c.
