With commits r1024075, r1024076, r1024078, r1024079, r1024082, r1024272, and
r1025640, all files underneath perl/ have been addressed.  Commits r1025625
and r1025638 address all the remaining files under devel/.

Running RAT on trunk/import -- after a build, so that we get all generated
files -- now only flags StringHelper2.c, StringHelper3.c, the US Constitution
HTML files, and MYMETA.yml (all of which are fine), plus a few files which are
always generated on the client machine and will not be distributed (ppport.h,
charmony.h, typemap).

That's everything.  I plan to close this issue in a day or so, check off the
appropriate item on our status page, and do a little svn dance so that the
lucy/trunk/import/ dir gets renamed to lucy/trunk/.
