Here is a patch which breaks the Unicode-Consortium-derived materials out of
StringHelper.c into the separate file StringHelper3.c, and adds the required
text to LICENSE and NOTICE. It should be applied after an "svn copy" of
StringHelper.c to StringHelper3.c.
