Here is my take on the whole matter and why I would lean towards the experienced candidate.
Certifications can be bought. Experience has to be earned. An experienced candidate can even read the course work necessary to obtain that cert without actually taking the exam. Still I would like my employees to have at least one cert/degree in the it field. To me that conveys that they have the drive and motivation to complete their college education or at least be qualified for the job.
